Tried removing the filth with alcohol, aceton and degrease. Without succes as you can. Don't know what it is, bc I bought the bike 2nd hand.

its ok. unless it is some steel residue, it will be ok.
Install the BB and see if there is play. If not send it! 🤘🏼
The test is if the new BB threads in smoothly and square without forcing.
