Is there an official name for this part because my research brings me a lot of cheap and nasty options and I would like to do it properly.
Is it correct to expect to use epoxy for this instead of welding on an aluminium frame?

If the brake type allows it, run full housing, this eliminates the need for a stop at all. If not, you’ll have to find a bolt on stop that matches the tube diameter, easier said than done .
that’s not something you can just replace, its a part of the frame that has broken off. As others have recommended you probably need to run housing all the way down the frame

I broke what I would call the “brake cable stop”.

You can buy plastic weld glue that sets like metal and best of all it works a treat for this type of repair.
You can buy glue type weld for this it’s really good and it works
