I want to get a bike I can ride and upgrade a bit to make it more commuter friendly. This was originally listed at 100$ and now it's 75$, is that a reasonable price? Judging by the paint job I estimate it's from '94 ish
It is a very large frame with a riser stem. Are you well into 6′ tall? Don’t like the rust on the chain and cassette.

The stem height is going to be need to be lowered most likely, but when you’re in the market for a cheap bike for tall guys that’s not a terrible deal in my market at first glance, if it inspects ok.
I’m 6’4″ and it’s not too often cheap-ass bikes in that size show up for sale. If you’re like under 6′ that bike is way too large for you and you should learn how to visually identify suitable frame sizes, ’cause that is likely the largest frame they produced that year. It looks a lot like it was too large for the current owner.

Doesn’t appear capable. I don’t see eyelets for front mudguards, rear mudguards, or a rear rack.
