25s should work. Maaybe 28s

You won’t know for sure until you get it, but I agree with the others, it looks like it will have tight clearances. You will be lucky if you can fit 28’s.
I have a mid 80s air and I have Vittoria 25s on there. Front could fit 28 easy, rear… ehh. If it’s a little 28 then probably?

I raced one back in the 80’s Best crit bike I had at the time. You may clear 25’s but 28’s is going to be tough. If you get something stuck in between the tire and stays or fork, you may be into a heap of trouble.
