It’s an easy fix. There’s a limiter screw for high and low gears. It’s easy to set to the right position. Google it and you’ll see what I’m talking about.

Assuming your gear hanger is straight and your limit screws are adjusted correctly, treat yourself with new gear wires and housing.

Are you able to shift to the seventh gear position on the handlebar shifter? If not it is likely a limiter screw that is too tight. If yes, then the cable has probably stretched or slipped a bit.

If you could access the smallest cog until recently your derailleur likely took a hit and either it, or the hanger are slightly bent. If this is true, be careful about using the largest cog as your limit screws aren’t properly set up in this bent position and could send the chain into the spokes.
