That lever, which fixes the shaft so the in-hub brakes work, is supposed to be strapped to the lower arm with that metal srap, using the nut and bolt that is at the end of the arm.
To me it looks like the strap has fatigued and broken.
If you can’t rotate that arm, just loosen both axle bolts.

The torque arm needs to be re-attached on this commuter bike. it’s marked with a red cicle on the image where is previously was attached onto.
