Dang! I don’t know if that’s super elite, or super cheap — you tell me. That’s the only unique elevated chainstay bike I’ve seen here, after the Nishiki Alien and its knock-offs. Aluminum tubes? I can’t read the brand name. Looks like it has a quality tubing sticker. I do see the LX derailleur and crank.

That’s a knockoff of the Alpinestars T-24. The design originated in 1990ish, an attempt to allow shorter riders to have elevated chainstays:

My guess is your bike is from 1992/1993 given the components. Also, your fork looks to be cooked.
