Every bike shop should have them in stock for a few $.
Fellow redditor CargoPile1314 is right. You need the clamp in his photo. Disregard other answers, take his advice, I also agree with him. If you watch well the stem, you’ll see a shoulder on top end, where the clamp will rest.
It’s missing the part that attaches to the rails. Return it to the seller.
