A steel bike with bullhorns will always get my respect.

Are you sure the frame fits? If the saddle’s all the way down to the seat tube it’s probably too large. Can you raise the saddle at all and still pedal without overextending?

The best upgrade you can make right now is probably the drivetrain; a new drivetrain will make it feel like a brand new bike. Your best options are either Sugino 75 or SRAM Omnium, but I tend to stay away from S75s just because they require a proprietary bottom bracket.

Other than that, I’d keep everything how it is. A steel beater doesn’t need to look good, and it doesn’t need to be light. Lighter parts tend to be less durable anyway, so you’ll be replacing more expensive parts more often. The best thing you can do for your bike is proper maintainence — lube your chain, tighten your chainring bolts, get a good fit, etc., and replace parts when needed.

It’s hard to tell from the photo, so I might be wrong, but looking at the shape and angle of your forkends, it’s possible that your fork is bent. I don’t know what model of fork it is though, so I could be mistaken. Something that you’ll want to look into, though.
