Be careful if it’s loose it could also be broken. Take the wheel off check if the 2 sides of the axle are still together if they are you can tighten it down, if they are not together the axle is broken in 2 and you need a new axle or a new wheel

Your hub is either loose or worn.
Fix it either way.
If the axle nuts are properly tightened, you’ll need to open the hub and check what’s going on inside. Could be that your cones need tightening, that your cups are loose, that your axle snapped, or something else.

I’ll add, bearings shot. Take it to a bike shop & have a professional eye cast over that. Probably a combination of bearing grease washed out due to loose cone nuts. Let a quality bike shop adjudicate on this. It is dangerous to ride. Cornering is gone. Please do this for your ongoing good health.

Normally when this comes into the shop, the bearings are dead and need to be replaced because the owner has ridden around with it like this with loose bearings for a while.
