Going back a few years ago, i was wondering why these hotels were going up all over. I did come to the conclusion that they might be used by the authorities as 'all purpose' accommodation for any event that came along, such as prisoners, ex-offenders, mental patients, drug addicts, disaster relief etc. Many facilities, which had been used in the past such as army bases have closed down, been demolished and turned into private housing.
It's easy peese too make as as many new accounts
