If you’re allowed to make permanent modifications to the locker, I’d recommend putting hooks on the inside of the door to hang up most of the tools and then the rest can be in the basket

What about a tool roll for the basket items?

First of I would check if you could reposition your shelves, top shelve doesn’t need to be this high, adjust to the hight of the largest object, now look for some sort of smal shelving if possible something modular so that each tool has its own compartment maybe a second hand spice rack or desk organiser can do the trick or with a little woodworking skills you can make something from leftovers
