That’s a guy that “knows what he has/ no lowball offers!!” He is charging you for his expenses just like a bike shop would.
I mean… Seems decently fair. The frame isn’t anything special, but being recently painted is better than some old rusty frame. Just really look at the paint well in person. Make sure there are no bubbles or it looking patchy. If it feels rough/matte, they may not have applied a gloss coat which could lead to a lot of paint chipping in the future. But also if they got it professionally powdercoated versus just spray painting, that’s quite better.
A full 105 11 speed drivetrain isn’t cheap.
Just briefly looking at those parts new on Amazon, your past $650 just on the derailleurs, crank, and shifters. In addition to the full group set, also has trp brakes which are really nice, and what looks like a vintage campagnolo seatpost which is nice.
So ide say it’s pretty fair. You would never be able to get that bike in those specs brand new without spending CAD$1200+. Most bike companies will swap out the crankset for a cheaper alternative to bring the price down so it’s nice to see the full 105 set. It’s an older bike frame with new components, so the frame was probably originally designed for a 27″ wheel, and he now has 700c on there. That’s why he has trp long reach instead of the 105s. This is actually really good though, because you have more tire clearance and can potentially but wide tires on the wheels if needed.
The nitto stem/bars are also nice. Hand made in japan. Probably $60-120 / part new just there.
I’ve done builds like this many times. Looks like a build done by someone who knows what they are doing.
Bikes like this confuse me. A ton of work and money invested on an old frame.
Pretty sweet if you dig vintage frames. Wonder why they’re selling it after putting all that work in.

At the same time, I doubt you would find a better frame with the same parts for less in Canada.
I’d try to negotiate. Whoever said this was a horrible deal either doesn’t know the used market metagame or they don’t understand CAD and USD are different currencies.
It’s $470 or so USD. Not a terrible deal but not a great deal either. It’s not a full 105 group, he cheaped out on the brake calipers. You will need to ride the bike to see if it fits you and you like the way it handles. I’ve ridden many “nice” bikes but they just didn’t feel right to me. Older drop bars with those deep drops are not as comfortable as modern ones designed for modern shift/brake levers.
