Rim brake bikes are not demanding that price, even with some nice carbon wheels. Also, those brakes probably don’t work well at all. The stopping distance on that bike is probably atrocious.
I’d keep looking, or try and get them down below $1500.
Do you actually *need* a tri bike? This price point is approaching a modern disc brake bike with electronic shifting. That is of course, if you are cool with just a road bike, and honestly, unless your position and more importantly, the power you can generate in that position isn’t dialed, you’ll not benefit much from a tri bike. And like… tri bikes are also pretty much single use. You’ll get way more bang for your buck on a simple road race bike.

Defo think it’s a good deal! Disc brakes on tri bikes are overrated – we don’t need the same stopping power as the road racers do and would only really help in the wet (which again is dependent on where you live) . I don’t think you can find much better for that price tbh….. I’d struggle to find a frameset and good wheels from 2019 for less than 1.5k…
