It goes on the drive side chainstay to protect the frame from the chain.

My guess its a chainstay frame protection incase of possible chainsuck. If it is what I’m guessing, look for a residue marks on the chainstay near chainrings, maybe you’ll see remains of the glue it was held by and know where to put it back
