My question is, is it really safe to remove that top stem bolt when installing? Does it need to be torqued back down correctly? Or can I just hand tighten it?
And secondly, out of the 6 options there, which one would best fit my bike? Picture of my stem

Yes, it’s safe to remove the top cap. Its only function is to preload the headset bearings during installation. Afterward all it does it keep water from going into the fork steerer tube.
Your stem is angled upward, so don’t get one of the flat mounts, otherwise it won’t fit. The ones [like this](https://m.media-amazon.com/images/I/61N3OBFr1RL._AC_SL1374_.jpg) might fit, but even so it’s possible you might need to add an extra spacer on top of your stem.
Yeah that’s fine, and it does need to be torqued down correctly. Too little and you’ll get play in the headset, and too much will tighten it up. If up regularly work on your bike, you should own a Torque Wrench. Even something basic like the “Lezyne Torque Driver Wrench” which is about 40 USD. It does 2NM up to 10NM.
