The hole is just an indicator of the problem: terrible corrosion in the aluminum. This is really bad, and I’d wager if you pick at it with a pin a whole bunch of that will crumble.
I’m sorry to say, but it may be time for a new frame.
Sand the paint down in the area, drill out the “hole” with a 3mm bit or smaller. If the corrosion is not superficial then i am sorry you gotta change the whole frame
