What am I doing wrong?
- cables looks fine
- steering/cable freedom check
- mount for additional bag check
What concerns me is the friction between the bag and the head tube, this is not sustainable for long trips. I could protect the frame with clear protection skin, but that would be the last resort.
Any ideas?

Mine always rub. Never really been an issue.
Cant you rotate that topeak mount up off the headtube?
This is what I use. It can also help reduce the handlebar bag bouncing around

Gravity
That accessory bar if set up behind the bag would stop the rubbing, maybe you could strap the other bag to your main bar bag after?
It will rub some paint off your frame after a while, worse will be the damage to the bag, if you run it like this stick some duct tape on the bag where it sits so you don’t get a hole forming.
Jack The Rack?
Restrap Bumper Bag?
Something from RackTime that is a blend of the Jack and the Bumper Bag?
Another Craddle that lets you use Voilé straps or analogue straps?
