That is maxed. Your steerer does not have enough length left to raise the stem any further, and if I remember right, the Foil RC only allows a max of 40mm of spacers under the stem anyway.

As already stated, no you cannot raise it.
You could swap the stem / bars for something that gives you more rise, but you’ll compromise the looks and the cable routing cleanliness quite a bit.
