You seem to be running 650 wheels in a 700 frame.
I’m gonna guess this bike originally had centre pull calipers and 27 1-1/4” wheels. You’ve swapped them for side pull calipers and 700c wheels? (Without measuring!)
Basically, you’ve created a set of non standard new measurements. To hazard a guess you’ll need extra long drop brakes, dia compe and tektro make them that go down to like 73mm. They’re really not great, but you’re going to struggle to make anything else work with the combo you have
There is a lot of room between the tire and the fork crown. I’m guessing you have the wrong size wheel. They do make extra long reach brakes for 650b conversions. Might be cheaper than a new wheel set.
The frame is 1950s so there’s a very good chance the original wheelset was a different size. The set that came off recently was 700c and the brakes worked so there’s a way around it, just need some longer reach brakes
In this case it seems that the wheel is too small. But also, keep in mind that rim brakes have a thing called “reach” – the distance between the hole in the fork and the surface of the rim. You need to check it before buying new brakes because standards can be significantly different.
