This could technically work the quill doesn’t hold onto to headset tho it holds onto the fork I will try this and update with results

This will work, saw somebody do this on a bike forum a couple of years ago. Yes, you will need to replace the front wheel with a 650c wheel and have a fork that’s 22.2mm on the inside through the whole length.

I don’t think you can just flip the quill stem. You’ll need a specific fork like the image. Ask r/fixedgearbicycle for more information.
