      Looks like a bike thief I.Q. test.

      Or, it’s someone else’s lock left on the rack, and guy using it thought “better than nothing”.

      Am I being thick here? The casual thief still has to get this lock off the brake cable to steal the bike, right? It’s not just a case of riding off with the bike is it?
