Clean them, use a pick or similar to clear out the holes for the Allen key, penetrating oil [WD40 in a pinch] maybe a bit of heat too, then – vice grips, if none of that works a screw extractor tool or cut a slot in the top for a screwdriver. Most destructive method *last*
If you just want them to be grippy again try filing the tops flat with a file, I’ll assume you’re replacing the pins though.
Pedals are relatively soft aluminium and the pins are probably much harder stainless steel or similar.

If you try to clean them, use penetrating oil, and you still can get them off. Buy a set of Engineer Screw Extracting pliers. I’ve had small screws sheer off with only 2mm to grab, and they’ve worked. They sell them on Amazon for like 20usd. Just make sure you get the right size, as they’re all designed for different sized screws
