I don’t think so. It might technically fit but you need some clearance for when the wheel moves.

What are the black lines on both sides of the fork?

Damn, I’d go as far as to say your 23s don’t even really fit. ISO standard for tire clearance on road bikes is 4mm on all sides of the tire and you look like you’re at closer to 2mm.
How old is this bike? Was it designed for old-fashioned 19mm tubulars?

Put a band aid on each fork where the tire is widest. Pump hard up a hill and see if it left marks. I’ll bet it does already. Alcohol will remove any bandage residue.

What brand tire is on there now. What rims? I’d agree that 25’s of those same brand would likely not fit.
Hard to believe any bike made in the 21st century not fitting 25’s. Wider has been a trend for a long while. It’s not like the mid 80’s where 23 was almost considered a touring tire. Bikes came with 21’s and everybody wanted to get 19’s. Ouch!
