Can’t help with the brand, but the design is similar to a Terry from the 80s-90s. Georgina Terry is a female frame builder who started back when women building bike frames was an extremely rare thing. She started using smaller front wheels as a way around many of the geometry difficulties of designing frames for small statured riders.
