I’m renting a vehicle to get the gear to the Pittsburgh trail head, however when I get to DC I’m struggling with rental car options near the C&O trailhead. I need a quad cab pickup due to the group size with the ability to return the vehicle near the Harrisburg airport. What are my options? Thanks in advance.

Have you considered renting from the airport in DC and returning to the airport in Harrisburg? Traveling from Pittsburgh to DC, that was the most cost-effective option for me.
I returned to DC, right near the trailhead. Hertz I believe. Super easy.
