You can ride anything. I think you meant to ask if that situation is safe to ride. I would say no.

It’s sketch, but I blew mine in 2 spots, so I super glued it shut, sewed over the wound, and then put a heavy duty patch on the inside. By no means was it safe(especially at 90psi) but the worst that happens is my tire blows through again.
