The year doesn’t really matter. It’s much newer than you’d expect with the quill stem. This is a low-end, basic bike with the Bianchi name slapped on it. It’s not fake; Bianchi sold these. But it’s comparable to a $200 big box store cruiser. High ten steel and bottom of the barrel components.
