A mechanic just told me this fracture in the frame means the bike is pretty much a write off and can’t be fixed. This look the correct diagnosis?

Yes. Even one talented guy would weld this together, if you would ride it downhill with Sixty kilometers per hour the only thing to think about: i hope the mechanic was right….. Isnt the best feeling….

If you can’t fix it with a hammer you have an electrical problem

Yep – done. That is the reality with AL. If you want the next frame to be repairable, buy steel. Future considerations depend on how big you are and the type of rider. For example, if above 200 lbs then the risk of breaking go up. But, I know a guy in the 140lb range who has a way of breaking everything including frames, wearing tires out 3x faster, blowing tubeless off rims over and over even though setup by different shops, breaking crank arms, etc, If you have a history of breaking stuff or are big consider a steel frame for your next ride. You could consider Ti but that is expensive and not as easily repairable.
