I was putting off truing my wheel for too long, so I just paid the shop to do it for me. It was minor, but was rubbing my breaks. I just got it back and I’m not seeing much of a difference. Is this acceptable? Could I have done something wrong? Could this be the best my wheel can do?

It might be that they didn’t stress relieve the spokes and it went out of true again. Either way i’d revisit them and have them do it again.
They did a poor job. It’s really not hard to learn to do it yourself. You just need a zip tie, a spoke wrench, and patience.
Take it back, they should correct it for you.
