Prob from Toyota or maybe a locksmith. No telling which would cost less.
Are there number on the locks? If so check eBay. Thule’s replacement keys can be found on eBay for nothing.
Google image search says that the rack is the Mont Blanc barracuda. Reaching out to Mont Blanc is going to be the best place to start.
You can also just buy whole locks with new keys and replace, they are very cheap and usually compatible between different bike racks.
I was able to remove mine and replace without the keys to the old ones, but your mileage may vary.
If they are unlocked you can buy new keys or new cores. You would need a “control key” to pull the cylinder out even if they’re unlocked. If they’re locked, they need to be unlocked before you can do anything. They are actually quite pickable with a wave rake and a little hook tool to release the tab in back that the control key would engage. Then the whole unit can slide out. An older model like that should have a code printed on the side of the lock cylinder to order keys.
