Purchased a very cheap surly pugsley that had been left outside all winter, the BB was toast, just wondering if this degree of rust on the crank spindle is cause for concern.
Should I replace this crankset?

If there is no play on axle, Just clean the rust and install with heavy grease.
The none-drive spindle looks fine.
Yeah, winter GXP cranks just sorta look like that after a few seasons. I typically don’t replace them until the spindle starts pitting.
Grab scotch brite pad and some simple green. After they’re clean, plaster them in grease and throw them back together.
