It looks like a folding bike. You undo that QR lever and the top tube and downtube will rotate about the seat tube axis to fold the bike.
The coveted swiss army bike. Fold it up, put it in your pocket, you can have your bike with you everywhere you go.
It’s based on the original Montague Bi-Frame design, later licensed to Schwinn.
