I bought an Ortlieb pannier second hand and as it’s come there’s what I think is mould inside the bag. There is no smell. Has anyone had a similar issue. Is the bag usable if I give it a clean up?

It’s fine to clean. I’d use diluted bleach then detergent and hot water. If you want to be more careful, look into scuba gear cleaning products.
Mold = trash. Nothing kills mold not even bleach. You do not want to introduce mold in your clothes and food. Mold can be dangerous to humans and really hard to recover from if it start affecting your health. Don’t risk it.
