New Giant Revolt 0, with a GRX 810 RD and Shimano 105 cassette. The problem is that the chain is touching the second smallest cog. I have already tried adjusting the H limit of the RD up to the point where it stopped moving the derailler and the screw was all the way out. There's also a bit of wobble in the cassette, but I found people saying it's normal.

That’s not normal. None of my cassettes have ever done that. Should spin straight. Your cassettes is likely not installed correctly. Take it back to where you got it.
I would not say that cassette wobble is normal. some wobble is normal on old-style freewheels but that’s not what you have, that’s a freehub and cassette. I think there’s something wrong with either your freehub or cassette. If you have a cassette tool you can remove it and inspect. Otherwise I’d take it to a shop.

edit: just saw that this is a new bike. that is unacceptable, you should take it back to the shop and have them fix it for free.
Rang the official Giant dealer in my city and said some wobble is normal.
