Got this off fb marketplace for $65. I want to make it into a commuter. Think I can mod it for $100? What should I change first? I think the tires for sure – considering the wheels. All advice welcomed.
Wouldn’t worry about the wheels. Give it a good refresh with some fresh cables and a new handlebar that suits your comfort level. Then get yourself a nice saddle. Dial in the comfort and then look for some tires to cushion it up.

For your question: I would replace the saddle, bars (something with sweep, rise and probably a 25.4 clamp diameter), grips, pedals and tires. Part of the fun for me is the scrounge and seeing how far I can get without resorting to brand new parts. Except for grips, I just buy whatever color of Vans Cult grips matches things.
That’s a nice shiny red paint job that that has many different options for aesthetics. Gumwall tires, gum Vans grips, and a tan saddle would look good. You could also lean into the all black accessories look.
Edit: hadn’t seen the downtube graphic before typing that. Use one of the colors from there for the accents. Or tan with a light blue cable set up.

If the brake tracks on the rims are ok and they’re reasonably true, I’d keep riding the wheels. I’d get the contact points comfortable and let it ride. Some swept bars and a saddle you like will go a long way.
