Welding inspector here… Hard to tell what the actual welding defect is due to the paint, but it is absolutely related to improper welding technique and poor heat control. I’d return it if able.

A new method for internal cable routing? An aero speed hole? A drain hole for a flooded frame?
That’s just poor workmanship and shitty quality control. Send it back!

Welder here:
That weld aside from the obvious hole looks quite shitty. Very inconsistent bead size and a weird blob right where the hole is which indicates a poor start/stop or repair attempt.
I’ve made welds like this and we all do sometimes but it’s unacceptable as a finished product, I would inspect all the welds and tell the company you are definitely not happy with it and want a different frame.
