I’d say so. Frame is most important thing though. Check it over to make sure there’s no cracks. The rest can be cleaned up or replaced for cheap.

Maybe, if the frame is cr-mo and rear hub isn’t as crunchy as the chain looks like. And if you don’t like the tires that’s +60$, +20 for chain if it’s not salvageable.
