I bought this bike recently and the tires are worn in this weird pattern. There is nothing touching the walls of the tires when the wheel moves. Hoping it is something external to it doesn't happen to my new ones.

How old is the bike? This kind of looks like an old tire with brittle sidewalls and the rubber is flaking off along the bias.
I’d think that the seller put on an old set of tires from another bike that were rubbing somewhere. Or, the tire pressure was very low and the excessive flexing of the sidewall caused this wear.
It was stored, or even run, with extremely low pressure/flat.
Ridden with too low tire pressure.
