Looking to buy this shogun 400 12 speed this upcoming weekend, can someone tell me more about it? Owner is asking 100

Depends on your local market, but here in Minneaoplis this is a reasonable price for this bike. Likely late 70’s/ early 80’s. It’s an entry level bike of the time but not their lowest model. It looks a lot like the Fuji Sports 12.
Assuming it’s mechanically sound and well maintained, it’s a solid bike. But if it doesn’t fit well keep looking. If it tracks straight while riding no-handed that tells you the frame and fork are true. Even if it doesn’t it can still be OK, as long as it doesn’t pull to one side with your hands on the bars. Wheels could be either 27” or 700c. If 27”, tires are still available but selection is more limited, and 32mm is as wide as they get in this size. It has a very nice pump! Handlebars need adjusting.
