It is supposed to articulate both sides simultaneously. Check the right side (to you when sitting on the bike) that it isn’t ceased. Go slow and try it out.

  2. It looks like all your action is coming from one caliper and you need to recenter them to get smoother breaking. Each caliper should have a very small screw on the outside for adjusting its position. If you tighten the screw, that caliper should move away from the rim, little by little. With a combination of tightening one side and loosening the other, you should be able to get better alignment.

It’s true that it looks like all the action is coming from one side of the front brake and it could use adjustment, but i don’t think that would change how strong the brakes are at all.

You might just have to pull less hard on the brakes, but I’d also check if the pads are being wedged under your rim when you brake.

One way to make brakes less immediately powerful is by toeing in the pads as seen in this video: https://youtu.be/R0bELYXNI88?si=TwFgc4hYv1QbrBl8
