I think maybe you have not inserted the spring lug into one of the three holes. Middle hole typically.

So long as they pivot freely without a lot of play I would ride it without concern. There may have been a plastic cover on this model in the past that got cracked and fell off.

As long as the pin is in the hole this is normal, all modern Shimano Vs look like this.

Maybe add 2mm of shims?
