If you like the frame it’s a solid purchase but the components look mid, and will probably need to be replaced at some point.

So generally rule of thumb for me is if they refer to it as a “fixie” it’s probably junk/not worth the price.

I’d offer him 300, bike looks well used, and as others have pointed out the parts are nothing special. Be sure to check it out thoroughly, depending on condition you might get away with offering 250 and meeting somewhere inbetween.
I sold a similar BLB Classic in better condition for 325€ last year, just for reference. (on willhalben)
