    The cheaper you go the more likely you will upgrade your points of contact.
    Check out the bike and take it for a test run before you buy it. Something secondhand might be better.

    You generally get what you pay for. The improvement of hydraulic braking isn’t going to outweigh the poor quality, weight, and unreliability of every other detail of the bike.
