Looking for alternative to Surly Little Dummy/Arkel Haul-It pannier.

I remember seeing a pannier open top bag like the two mentioned in the title. It was from a small NA store I believe that had that same design, except the front was made up of seatbelt-like straps woven in a square web like the front of this Chrome Industries Barrage Bag.

I was interested in it because it had multiple colours, and was a smaller manufacturer that was from NA. I don't quite remember the name but I'd like it if anyone here remembers it and could point me in the right direction. Thank you.
