All the good chemicals are banned methylene chloride I think it was. You can either find some old paint stripper on fb marketplace or make due with the new stuff
Paint stripper sucks now. They’ve removed the potency so they all suck. The best bet is to find a can somewhere that’s been sitting on a shelf for 6 or 7 years, that stuff will work.
In the EU/UK there is an exception for paint stripper that is for professional use only – Langlow Strip Away Pro for example. I buy it from a car paint company, but other companies sell it online and ask you to tick a waiver stating that you’re going to dispose of the waste properly, use PPE etc
My local powder coater has a huge tank of stripper, they would charge me £150 to get this dipped, blasted and powder coated matte black

Sand blast
Hey former chemist here, Methylene chloride aka DCM is very toxic. You should 100% wear good ppe gloves (butyl gloves have a long breakthrough time) and a mask also be outdoors. It volatile so if it’s hot it will start to evaporate just at room temp. Just work quickly but it will get the job done. I’ve used DCM as an organic solvent for nearly a decade lol. Great stuff
Honestly, pay a local autobody shop, or paint shop to walnut media sand blast it. You don’t want to be around the chemical strippers or the fumes, or the dissolving paint, media blasting also preps the surface for excellent paint adhesion.
Since you really can’t get the good aircraft paint stripper anymore, I’d recommend trying to find someone who could media blast it. Walnut, corncob, plastic beads, or soda would be better than sand, glass beads or metal grit. The latter will take off metal as well as paint, and work harden it too. That could lead to cracking later on.
