Scored a roadside free bike and picked up a cheap wheelset to put on it. The wheels, they don’t spin so good. The pad is not rubbing the rim. The rear spins equally bad. How can I fix this?

I’m guessing this wheelset would have cup and cone type of bearings. Park Tool on Youtube has a good tutorial of how to do hub mainenance (Calvin’s Feast part 1-3). It’s better to watch that than explain it here.
At first glance I’d say the cones are too tight. Open up the hub and see how it looks inside, because if they were ridden in this condition before I’d bet that the hub race is worn out and the hubs aren’t good anymore.
Yes. Those Bontrager hubs are awesome and will spin forever when adjusted properly.
