I grabbed an old 7s freewheel and was ready to replace this because I didn't want to clean it, but now i'm puzzled because it seems to have a lockring?
The lock ring is to hold the cogs onto the freewheel body.
If you want to remove it, take out the spacer in the center and use a splined remover. It works well if you clamp down the remover by putting a nut on top of it to hold it down while breaking it loose.

Definitely a freewheel. That lock ring is holding the freewheel together.
