I’m trying to fix my brakes but this piece doesn’t come off. Would be my luck lol. Anyhow, would it be possible to clip it at the joint and then buy that piece? What’s it called?

No,not at all.That piece is molded as part of the cable.You would have to get a new cable,a cable hangar and a straddle cable to replace everything if that gets cut.
