Tried to fix a puncture using a puncture kit but the tyre is deformed like this. Is it safe for riding? The tyre and tube is 700x38c

Looks just right to me.  The patch doesn’t stretch like the rest of the tube.  But once it’s constrained in the tire it’s not a problem at all.
